Fees for permits for the planting, pruning or removal of public trees shall be based on the estimated cost of the planned work. Where the estimated cost of the work is not more than five hundred dollars ($500.00), no fee. Where the estimated cost is more than five hundred dollars ($500.00), one dollar ($1.00) for each one hundred dollars ($100.00) over five hundred dollars ($500.00) or fraction thereof. Fees for annual permits shall be based on the same formula. The permit shall remain in force for one calendar year.
