959.02 REGISTRATION FOR SNOW REMOVAL SERVICES.
   (a)    It is hereby determined to provide a snow removal service for residents of the City of Brooklyn residing in single family dwellings and demonstrating to the City that they meet the following qualifications:
      (1)    The registrant and every occupant must be either not less than sixty-five (65) years of age or an individual with a disability that significantly limits the registrant's ability to do basic work-related activities, such as lifting, standing, walking, sitting or remembering for at least twelve (12) months;
      (2)    The registrant must either own the home, have familial relationship with the owner of the home, or be the beneficiary of a trust whose trustee owns the home;
      (3)    The registrant must release the City, its servants, agents and employees from any liability arising out of snow removal on the registrant's property;
      (4)    The registrant's household must, at the time of application, fall below two hundred fifty percent (250%) of the household poverty guidelines established annually by the Secretary of the U.S. Department of Health and Human Services pursuant to 42 U.S.C. 9902(2); and
      (5)    The home must have a solid driveway, with no grass strip down the center or gravel.
   (b)    Each registrant for this service shall register with the City by completing a form in the manner and form provided by the Senior Center Coordinator and shall pay an annual registration fee of forty dollars ($40.00), payable in person, at the Brooklyn Community Senior Center or other location designated by the City.
   (c)    Any resident currently participating in the program on the effective date of this section may continue to participate in the service.
