763.99 PENALTY.
   (a)    Whoever violates any provision of this chapter shall be guilty of a minor misdemeanor. If the offender has, with a three month period, previously been convicted of any violation of this chapter, then a violation shall be a misdemeanor of the first degree.
 
   (b)    Except where specified, or otherwise required by law, a culpable mental state is not required to be established for the commission of any offense under this chapter. Where a culpable mental state is required by law, an offense is committed when the prescribed act is done "knowingly."
 
   (c)    Any person who operates or causes to be operated a teen dance club without a valid license, or otherwise engages in a patter or commits a series of violations of this chapter, shall be subject to a suit for injunction, brought by the Director of Law on behalf of the City of Brooklyn, as well as prosecution for criminal violations and license suspension or revocation.
