No person, society, club, firm, organization, corporation, or other legal entity, unless specifically exempted herein, shall hold any teen dance unless the teen dance club in which the same may be held has first been duly licensed for such purpose. Failure on the part of any person or persons to obtain such license or to comply with the foregoing shall subject him or them to the penalties and other remedies provided for in this chapter.
