713.04 PERSONNEL AND CONTROL MEASURES REQUIRED.
   (a)    Upon application for a public social function or special event permit, the applicant shall consult with the Chief of Police or designee, and if required by the Chief of Police the Chief of Fire and other appropriate personnel, to determine an appropriate number of safety personnel, including officers of the Division of Police, Auxiliary Police Unit members, sworn officers hired through the Division of Police and personnel of the Division of Fire, required to be in attendance during the public social function or special event, depending on such factors as number of attendees or participants, private staffing, specialized training of those serving alcohol, traffic concerns and the number of street closures required.
 
    (b)    Upon application for a public social function or special event permit, the applicant shall consult with the Chief of Police or designee, and if required by the Chief of Police the Chief of Fire, Service Director and other appropriate personnel, to establish any control measures necessary to protect the participants in the public social function or special event, including but not limited to signage, barricades and other traffic control devices. In the case of a special event permit, the City may require the applicant to provide an indemnity bond or insurance to protect the City from liability and damage of any kind or character, as well as a communication plan addressing the notification of affected persons of any travel hindrances or other delays caused by the event.
 
    (c)    The permit applicant shall be responsible for providing and shall directly pay for the traffic control measures described in subsection (b), and shall directly pay for the services of the safety personnel described in subsection (a) consistent with the pay scale described in the then-current collective bargaining agreements applicable to such personnel, or otherwise at commercially reasonable rates of pay established by the Director of Public Safety.
