A playground shall be that area, other than the Park, owned, leased, rented and operated by the City, where the City has established, installed or provided recreational facilities, including, by way of description, but not limitation, swings, slides, water fountains, teeter totters, ball diamonds, wading pools, jungle gyms and sand boxes. A playground may or may not be fenced in.
