The Director of Public Service shall be the officer principally in charge of administering the procedures adopted in § 1252.01. In furtherance of such procedures, in cases that arise that are not specifically covered by such procedures, the Director of Public Service may, after consultation with the Director of Finance and the Director of Law, vary such procedures as necessary while conforming as nearly as possible to the spirit and intent of such prescribed procedures.
