It is hereby declared to be the policy of this city that the costs of providing street lighting in housing subdivisions that are established in the city shall, except to the extent that the city is required by law, or to the extent that Council, by ordinance, hereafter determines, to pay all or a portion of such costs, be paid from the proceeds of special assessments to be levied against lots and lands that benefit from such street lighting. In furtherance of this policy, and in order to provide for direction to officials of this city, to subdivision developers, and to purchasers of lots and lands in those subdivisions, as to the implementation of this policy, Council hereby adopts the following procedures for the installation of, and the payment of costs for, the operation of street lighting in housing subdivisions.
