DEVELOPER/BUILDER PROCEDURAL OUTLINE

This information is intended to assist you in obtaining an efficient review of your project. We recommend that you have an initial meeting with the Secretary of the Planning Commission/Planning Coordinator. These procedural regulations are in addition to any regulations otherwise contained in the Broadview Heights Charter and the Code of Ordinances of the City of Broadview Heights, Ohio.
REQUIRED DOCUMENTS
The nature of your project will dictate the required documents and boards which will review your project. You must supply the Secretary of Growth, Planning and Zoning and the Planning Commission/Planning Coordinator with the following;

All applications must be submitted thirty (30) days prior to a scheduled meeting.

ZONING AND DATA WORK SHEET
You are required to fill out a Data Work Sheet. A copy of the City Developer/Builder Procedural Outline, Data Work Sheet, and city’s zoning ordinances may be obtained from the Planning Commission Secretary/Planning Coordinator.
Your data work sheet must reflect the Zoning Code requirements for the area in which you intend to Develop/Build. Your engineering and/or architectural drawings must reflect any restriction imposed by the City Zoning Code.
LETTER OF INTENT
Your Data Work Sheet should be supplemented with a letter of intent. This letter must outline your project, indicate the project starting and completion dates, the type and use of structure(s) (if any), the estimated cost of the project, any unusual topography, any and all protective covenants pertaining to the property affected by the project, and/or any other features of interest. You should state the relationship and impact generated by your project on the area as well as any other information you may deem appropriate.
SITE DEVELOPMENT PLAN DRAWING(S)
You must furnish the city with site plot plan development drawings(s) that conform to the following regulations. The scale shall be 1’ = 20’; 1” = 30’; 1” = 50’ on one or more sheets of paper no less that 18” x 24” or greater than 36” x 48” (a’ = 30’ preferred). The drawings must show all 2’-0” contour lines. They shall show all metes and bounds, directions, and distances. All buildings, improvements, easements, roads, sidewalks or walkways (public or private), accesses, parking, landscaping, buffers, exterior lighting, street lighting, storm and sanitary sewers, gas, water, telephone, electrical service type and location, cable TV, proposed sign location tower, satellite dishes, service areas(s), A.C. units, existing structures, structures above or below ground must be shown. All drawings shall describe the scale used and include a north arrow, date, and the name and signature of the preparer. You must delineate in a table form the total land area, land area used, building area, floors (stories), parking area spaces, percentage of landscaping and the permanent parcel number. The owner’s name must appear on all drawings.
MINOR SUBDIVISION SKETCH PLAN
The developer shall furnish with the application for approval of a sketch plan for a minor subdivision, either separately or combined, the followings Maps and Data. A drawing or print of a city map, or a part thereof, showing the location of the proposed subdivision. A drawing or print showing by scale and dimensions the parcel which is to be subdivided and all contiguous land of the same ownership, including locations of existing structures within 25 feet of the boundaries. Information on the topography and drainage of the proposed subdivision and within 50 feet thereof. Information on the accessibility of required utilities; and the name of the owner and of adjoining property owners, including designations of parcels according to official records. The Sketch Plan shall be clearly drawn on transparent paper or cloth at a scale of not less than 50 feet to the inch showing the proposed layout and dimensions of each lot.
MAJOR SUBDIVISION/GROWTH PLANNING AND ZONING PRELIMINARY PLAN
The developer shall furnish with the application for approval of a preliminary plan for a major subdivision/GPZ, either separately or combined, the followings Maps and Data. A preliminary plan designed by a professional city planner, civil engineer or landscape architect, shall be submitted for each proposed major subdivision/GPZ. The purposes of the preliminary plan are to explore the best design for the subdivision and the best relationship to adjoining subdivisions or undeveloped land, to outline a program of improvements, avoidance of environmental sensitive areas, wetland areas, streams and to obtain the advice, suggestions and requirements of the Planning Commission and departments of the city and Council before the plan becomes rigid as in a detail drawing.
OVERVIEW DRAWINGS
This drawing must show your project and surrounding areas within a 500-foot radius measured from your lot line, and must show the zoning of adjacent parcels. This drawing must include existing structures, driveways, accesses, parking, roads, signs and/or any other features which reflect upon the development harmony of the general area. This drawing should be in a scale of 1” = 100’, 1” = 400’ and no smaller than 16” x 24” or larger than 36” x 42”.
NOTE: A topographical study should be furnished if the planned site shall be radically altered. One drawing should show the site as it now exists. The second site plot development drawing shall show, if applicable, trees removed, ravines, slopes, swales, wetlands, creeks, lakes or streams affected, all trees (including size and species) within swale areas, and any other drastically affected feature of the site made by development improvements.
RETENTION/DETENTION BASINS
Developer must provide for the location of all retention/detention basins. Such facilities shall only be installed in common areas. These facilities will be continuously maintained by the owners or subsequent owners through a homeowners association in title of the affected lands with the cost of said maintenances to be borne by all owners in the subdivision equally, developer shall provide a copy of the homeowner association bylaws providing for these requirements and the requirements of Broadview Heights Codified Ordinances Sections 1049.10(D), 1286.09(A) and 1334.39(B) for review and approval by the Law Director.
