(A) Water lines.
(1) Extension of all future water lines in the village shall be installed at the expense of the developer developing any subdivision within or without the corporate limits of the village.
(2) All such water lines shall be dedicated to the village together with the easements in which said water lines are installed in order that said lines and easements may be maintained by the village.
(3) All costs of securing easements, planning, platting, and installing said water lines shall be borne by the developer developing any subdivision as mentioned in division (A)(1) above.
(4) The village shall install all water meters and charge a tap-on fee therefor.
(B) Sewer lines.
(1) Developer expense. All sewer lines installed in any subdivision within or without the corporate limits of the village shall be installed at the expense of the developer of the subdivision.
(2) Property of village. All sewer lines installed by a developer in any subdivision within or without the corporate limits of the village which are connected to the municipal sewer system shall become the property of the village together with any easements in which said sewer lines may be situated in order that the village may maintain said lines.
(3) Inspections. The village shall inspect all connections to the municipal sewer system, and a tap-on fee and inspection fee shall be charged for each connection.
(4) Permit required. Any contractor/homeowner connecting to the sewer service of the village shall be required to obtain a permit, which shall be issued for tracking purposes. The charge for said permit shall be $25. Any person failing to comply with the terms of this division (B)(4) shall be subject to the fine stated in § 50.58(B)(1).
(5) Permit forms. The permit forms shall be available at the Water and Sewer Department office of the village, and the Public Works Manager shall be empowered to approve or disapprove said permit.
(C) Fireplugs required. Any developer subdividing a tract of land within the corporate limits of the village shall provide fireplugs within said subdivision. The village shall have the right at the time of examining plans for the water distribution lines to require fireplugs in an adequate number to provide reasonable fire protection to the residents of the subdivision, the number of fireplugs to be determined by the Engineer retained from time to time by the village to represent its interests. The Village Engineer’s decision shall be final and binding on the developer.
