§ 155.052 SITE PREPARATION WORK, SALE OF LOTS PROHIBITED UNTIL FINAL PLAT APPROVAL.
   (A)   No site preparation work, including any excavation, grading, regrading or any other development activity shall occur on the subject property until a final plat application has been approved, as required by §§ 155.070 through 155.083 of this chapter, and the approved final plat is recorded in the office of the County Recorder, except as provided by division (B) below.
   (B)   Subdivision site preparation work may occur if the proposed subdivision has:
      (1)   Received both preliminary approval and final approval, as required by this chapter;
      (2)   Received the approval of all required subdivision construction plans by the City Engineer, as demonstrated by the dated signature of the City Engineer, including plans for all required landscaping and infrastructure improvements. See § 155.082 of this chapter; and
      (3)   As provided by U.C.A. § 10-9a-604.5, the applicant has posted an improvement completion assurance for any required landscaping or infrastructure improvements, as required by § 155.082 of this chapter.
   (C)   As required by § 155.003 of this chapter, no lots shall be transferred or sold until a final plat application has been approved, as required, and the approved final plat is recorded in the office of the County Recorder.
