(A) Parking of motor vehicles and other vehicles is prohibited as follows:
(1) On the south side of 10th Street between N and R Streets;
(2) On both sides of 11th Street between N and U Streets, but parking is restricted to only allow cars, pickup trucks, and motorcycles to park (no oversized vehicles, including, but not limited to, semi-trailers, farm equipment, trailers, boats, motor homes, and recreation vehicles, will be allowed to park in the restricted area);
(3) On the south side of 9th Street between Q Street and the alley between M and N Streets;
(4) On the north side of 8th Street between N and Q Streets;
(5) On the south side of 6th Street between N and O Streets;
(6) On the north side of 7th Street between N and Q Streets;
(7) The north side of 5th Street lying west of the intersection of 5th Street and I Street west to the corporate limits and the south side of 5th Street from Railroad Avenue to the corporate limits;
(8) West 25 feet of the east 90 feet of the north 200 feet of Lots 2 and 3 of the 15th Addition; the parking restriction shall include the entire west 25 foot area set forth herein and no motorized or non-motorized vehicles of any type shall be permitted to park in this designated area, including but not limited to, semi-trailers, farm equipment, trailers, boats, motor homes and recreation vehicles;
(9) North side of 14th Street extending from what was formerly known as R Street to S street; no motorized or non-motorized vehicles of any type shall be permitted to park in the designated area, including but not limited to, oversized vehicles, semi-trailers, farm equipment, trailers, boats, motor homes and recreation vehicles;
(10) Those portions of L Street which extend 220 feet north of 5th Street; no motorized or non-motorized vehicles of any type shall be permitted to park in this designated area, including, but not limited to, oversized vehicles, semi-trailers, farm equipment, trailers, boats, motor homes and recreation vehicles.
(11) An area on the west side of Main Street that begins at a point aligning with the south boundary of the building located at 1021 N. Main Street and spanning north from said point a distance of 38 feet.
(B) (1) The City Council may, by resolution, provide truck parking areas adjoining, or adjacent to, the no truck parking areas for all parking purposes, set aside any street, alley, public way, or portion thereof where the parking of a particular kind or class of vehicle shall be prohibited, or where the parking of any vehicle shall be prohibited.
(2) No vehicle prohibited from parking thereon shall stand or be parked adjacent to the curb of the street, alley, public way, or portion thereof, longer than a period of time necessary to load and unload freight or passengers.

(A) The following is designated as the no truck parking area: Main Street or M Street from 4th Street to the right-of-way of the BN Railroad Company.
(B) TRUCK shall be defined as any motor vehicle commonly known as a semi-tractor being a motor vehicle capable of pulling a trailer with a total allowable gross vehicle weight in excess of 26,000 pounds.
(C) It shall be unlawful for the operator of any truck to stop, park, or unload any such vehicle on a street which the City Council has designated to be a no truck parking area, unless loading or unloading in an alley is impossible and the vehicles may stop, stand, or unload for a maximum time of 30 minutes.
(D) It shall be unlawful for the operator of any truck to park the vehicle within a street intersection, on a crosswalk, in front of a private driveway, or on a sidewalk.
(E) The City Council may, by resolution, provide truck parking areas adjoining, or adjacent to, the no truck parking area for all parking purposes. No truck connected to a trailer shall park or stop for any period of time, within the limits of any street or alley outside the no truck parking area except for the purpose of loading, or unloading, the cargo thereof in the ordinary course of business except in the area, or areas, provided for by the City Council by resolution.

(A) It shall be unlawful for any person:
(1) To park any vehicle on any day except Sunday for a longer period of time than 15 minutes on 10th Street in the west half of the block between M and L Streets between the hours of 8:00 a.m. and 6:00 p.m. on the north side of the street; and between the hours of 8:00 a.m. and 1:00 p.m. on the south side of the street;
(2) To park or stand any vehicle for any period of time along a curb painted red, or for longer than 15 minutes along a curb painted yellow; or
(3) To park longer than 15 minutes on that part of the south side of 5th Street lying west of the intersection of 5th Street and I Street to Railroad Avenue.
(B) The City Council may, hereafter by resolution, entirely prohibit, or fix a time limit for, the parking and stopping of vehicles on any other street, streets, or district designated by the resolution, and the parking, or stopping, of any vehicle in any such street, streets, or district, for a period of time longer than fixed herein or in the resolution shall constitute a violation of this title. Any vehicle found in violation of these provisions may be towed by the city police to the police station or some suitable place for storage, and the owner thereof may have the vehicle returned to him or her upon payment of the towing charge and storage charge, if any.

(A) Parking spaces shall be reserved for handicapped persons at the following locations:
(1) Beginning at the end of the street radius at the intersection of 10th and L Street on the east side of L Street for a distance of 30 feet; and
(2) Beginning ten feet from the end of the street radius at the intersection of 8th and Main Street on the north side of 8th Street and running for a distance of 30 feet.
(B) Parking shall be reserved for patient parking at designated medical, dental, eye, and other similar and/or related healthcare services during business hours at the following locations:
(1) Twenty-five (25) feet in length and located as marked along Lot 9, Block 6, Original Township or commonly known as 917 Main Street, commencing from a point 75 feet north of the northwest intersection of 10th and Main and continuing north 25 feet.
(2) Thirty (30) feet in length and located as marked along Lot 16, Block 10, commencing from a point 50 feet south of the southeast interaction of 10th and Main and continuing south 30 feet.
(C) The Director of Public Works shall mark the curbs with the appropriate colors, those being blue for handicapped parking and white for patient parking, and cause to be erected signs designating the above specialty parking areas.
(D) The City Council may, by resolution, add additional specialty parking locations at any places and/or locations as it may deem advisable.
(E) Interested parties may make application to the City Council for the creation of a specialty parking location in the same manner as that set forth for a building permit.
