(A) U-turns.
(1) No vehicle shall be turned so as to proceed in the opposite direction, except at a street intersection.
(2) No vehicle shall be turned so as to proceed in the opposite direction at the intersections of the following streets:
(a) Main Street or M Street and 4th Street;
(b) Main Street or M Street and 5th Street;
(c) Main Street or M Street and 6th Street;
(d) Main Street or M Street and 7th Street;
(e) Main Street or M Street and 8th Street;
(f) Main Street or M Street and 9th Street;
(g) Main Street or M Street and 10th Street;
(h) Main Street or M Street and 11th Street; and
(i) All intersections hereafter designated by resolution by the City Council.
(B) Right hand turns. A restriction against right-hand turns is hereby created in order to facilitate possible traffic flow, ease congestion and ensure the safety of persons and/or property that may be occupying the portion of L Street north of the service station located north of West 5th Street between Main Street and L Street. No motorized or non-motorized vehicles of any type shall be permitted to turn right when traveling westbound through the northwest exist of the service station located north of West 5th Street between Main Street and L Street.

8th Street and Q Street to stop traffic from the east and west |
8th Street and Q Street to stop traffic from the south |
9th Street and L Street to stop traffic from the east and west |
9th Street and N Street to stop traffic from the north and south |
9th Street and O Street to stop traffic from the north and south |
9th Street and P Street to stop traffic from the north and south |
9th Street and Q Street to stop traffic from the north, south, east and west |
9th Street and R Street to stop traffic from the north |
9th Street and S Street to stop traffic from the south |
10th Street, L Street, and Railroad Avenue to stop traffic entering either 10th Street or L Street from the southeast |

(B) The City Council may, by resolution, provide for the placing of stop signs, or other signs, signals, standards, or mechanical devices, in any street or alley for the purpose of regulating or prohibiting traffic thereon. The resolution shall describe the portion of the street or alley wherein traffic is to be regulated or prohibited; the regulation or prohibition; the location where the sign, signal, standard, or mechanical device shall be placed; and the hours when the regulation or prohibition shall be effective. It shall be unlawful for any person to fail, neglect, or refuse to comply with the regulation or prohibition.

(A) Basic rule. No person shall drive a vehicle on any street, alley, or other place within the corporate limits at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. A person shall drive at a safe and appropriate speed when approaching and crossing an intersection or railroad grade crossing, when approaching and going around a curve, when traveling upon any narrow or winding roadway, and when special hazards exist with respect to pedestrians or other traffic or by reason of weather or road conditions.
(B) Maximum limits. Except when a special hazard exists as listed in division (A) above, no person shall operate a motor vehicle on any street, alley, or other place within the corporate limits at a speed in excess of the following maximum limits:
(1) On 5th Street:
(a) Between the western city limits and I Street, a limit of 40 mph; and
(b) Between I Street and M (Main) Street, a limit of 35 mph.
(2) On M (Main) Street:
(a) Between 4th Street and the junction of US-385, –88, and Railroad Avenue, a limit of 30 mph; and
(b) Between the junction of US-385, –88, and Railroad Avenue and the southern city limits at County Road CR-12, a limit of 40 mph.
(3) On US-385/N-92:
(a) Between the junction of N-88 and Railroad Avenue to 100 feet west of O Street, a limit of 30 mph;
(b) Between 100 feet west of O Street to 100 feet east of Q Street, a limit of 40 mph; and
(c) Between 100 feet east of Q Street to the southeastern city limits at the junction of County Road 92, a limit of 50 mph.
(4) On 7th Street: between Q Street and S Street, a limit of 15 mph;
(5) On 9th Street: between Q Street and S Street, a limit of 15 mph;
(6) On Q Street: between 7th Street and 9th Street, a limit of 15 mph;
(7) On all other highways and streets in the city, a limit of 25 mph; and
(8) On S Street between 13th and 14th Streets and R Street between 13th and 14th Streets and 13th Street between R and S Streets and 14th Street between R and S Streets, a limit of 15 mph.
