(A) Speed limits generally.
(1) It shall be prima facie unlawful for the operator of a motor vehicle to drive the same at a speed not exceeding the following: 25 mph in all other portions of the municipal corporation, except on a state routes.
(2) The operator of a motor vehicle shall not drive through the Wheeling & Lake Erie Railway underpass or subway at a speed greater than ten mph and no such operator shall enter said underpass or subway while another vehicle is proceeding through said underpass or subway in the opposite direction.

The Village Administrator is hereby authorized and directed to take all steps necessary or appropriate to change the light at the intersection of Chestnut and North Wabash Avenue to be regulated by the trip loop and no longer flash yellow for the traffic proceeding on Wabash and flash red for traffic proceeding on Chestnut during the hours of 11:00 p.m. to 7:00 a.m.
