A person may not drive a motor vehicle at a slow speed that impedes or blocks the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with the law. A person who is driving at a slow speed so that three or more other vehicles are blocked and cannot pass on the left around the vehicle shall give right-of-way to the other vehicles by pulling off to the right of the right lane at the earliest reasonable opportunity and allowing the blocked vehicles to pass.

(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
(B) Unless stated otherwise, any person who violates a provision within this chapter commits an infraction as scheduled by the Ordinance Violations Bureau. As set out in § 34.21 of this code, there is a fine of $100, reduced down to $50 if paid within 72 hours of the offense, for §§ 71.02, 71.08 to 71.13, 71.25 to 71.28, 71.30 to 71.32, 71.35, 71.36, 71.50 to 71.53, 71.65 and 71.66.
