Temporary structures in residential districts shall comply with the following:
(a) Temporary structures for construction operations, including field offices, storage of materials, and workshops for assembly of components, may be permitted on undeveloped lots, or for use during remodeling or expansion of a residential dwelling, if such structures are found necessary for the construction operations for which a building permit has been issued. Placement of the temporary structure shall be determined by the Building Commissioner, who shall determine a location with the least impact on any adjacent residence and taking into consideration all health, safety and welfare issues. Temporary structures shall be removed within ten (10) days after the completion or discontinuance of the work. An application for a permit shall be filed with the Building Commissioner prior to placement of any temporary structure and a permit fee shall be charged pursuant to Chapter 1311, Permit Fees, of the Building Code.
(b) One (1) portable home storage unit for the sole use of the owner/occupant of the property which is designed for the temporary storage of household goods, furnishings, and building materials may be placed on private property at a location as determined by the Building Commissioner within any residential district for a period of not to exceed thirty (30) days. When determining the placement of the portable home storage unit, the Building Commissioner shall determine a location with the least impact on any adjacent residence and taking into consideration all health, safety and welfare issues. An application for a permit shall be filed with the Building Commissioner prior to placement of any portable home storage unit and a permit fee shall be charged pursuant to Chapter 1311, Permit Fees, of the Building Code. One thirty (30) day extension may be granted by the Building Commissioner upon a showing of hardship by the applicant and provided the Building Commissioner deems the extension necessary for the progress and completion of the project and upon payment of the extension of permitted time limit fee provided in Chapter 1311. No portable home storage unit use will be permitted beyond two (2) separate times per calendar year, at least six (6) months apart.
