No person shall allow a semi-tractor and/or semi-trailer, or any combination of separation thereof, to stand or to be parked for more than four hours on a street in the city except in an emergency in order to change tractors and/or trailers, in a designated area, or with permission of the Police Department.

No person shall stop, stand, or park any vehicle, or permit it to stand or remain upon any street, whether attended or unattended, in the business district of the city between the hours of 8:00 a.m. and 6:00 p.m. on a business day if the vehicle has a net weight of more than 5,500 pounds, or a gross weight limitation of more than 10,000 pounds, except that the a vehicle may be parked temporarily in the business district for the purpose of having access to abutting property for the purpose of loading or unloading freight, or other merchandise, when access cannot otherwise be secured from an alley or side street where the parking is not restricted, or in a designated area.

PLOWING
(A) The City Council, in the interest of public safety and convenience, and under the authority of M.S. Chapter 169, as it may be amended from time to time, hereby ordains that the city believes that it is in the best interest of the residents for the city to assume basic responsibility for control of snow and ice on city streets. Reasonable ice and snow control is necessary for routine travel and emergency services. The city will attempt to provide control in a safe and cost-effective manner, keeping in mind safety, budget, personnel, and environmental concerns. The city will use city employees, equipment, and/or private contractors to provide this service. No general policy can anticipate every situation or contingency, and the city officials identified herein are expected and authorized by the City Council to exercise discretion in the performance of their duties, and to deviate from the policies established herein in specific situations where, in their professional judgment, the public health, welfare, and safety warrants a deviation from the adopted policy.
(B) This policy does not relieve the operator of private vehicles, pedestrians, property owners, residents, and all others that may be using public streets of their responsibility to act in a reasonable, prudent, and cautious manner, given the prevailing street conditions.

(A) The Street Superintendent will decide when to begin snow or ice control operations. The criteria for that decision are:
(1) Snow accumulation of three inches or more;
(2) Drifting of snow that causes problems for travel;
(3) Icy conditions which seriously affect travel; and
(4) Time of snowfall in relationship to heavy use of streets.
(B) Snow and ice control operations are expensive and involve the use of limited personnel and equipment. Consequently, snowplowing operations will not generally be conducted for snowfall of less than three inches.

The city will attempt to plow the snow in a manner so as to minimize any traffic obstructions. The city will attempt to plow the center of the roadway first. The city shall then attempt to push the snow from left to right. The discharge shall go onto the boulevard area of the street. In times of extreme snowfall, streets will not always immediately be able to be completely cleared of snow.

The Street Superintendent will determine when snow will be removed by truck from the area. The city will attempt to remove snow in the downtown areas, areas where there is no room on the boulevard for snow storage, and in areas where accumulated piles of snow create a hazardous condition. Snow removal operations will generally not commence until other snowplowing operations have been completed. Snow removal operations may also be delayed depending on weather conditions, personnel, and budget availability. The removed snow will be hauled to a snow storage area. The city will attempt to haul the removed snow to a snow storage area with minimal resulting environmental problems.
