1168.09  SANITARY SEWERS.
   (a)   Sanitary sewers together with all necessary appurtenances and curb connections for each lot in said subdivision shall be designed and installed in accordance with the Village of Bradford’s Standard Specifications and Drawings.  They shall be of the type referred to in Section 1168.08, and be of a size adequate to service the proposed allotment with a minimum 8-in. diameter.  In the event the tributary areas to be served through such a sewer are, in the opinion of the Village Administrator, such as to warrant a larger size sewer, the Village Administrator shall determine the size of sewer in excess of that needed to serve the proposed allotment, that will be adequate to provide such service.  Any owner or subdivider shall be required to construct such sewer of larger size only after passage by Council of such legislation to provide for reimbursement from tap-in charges for the increased cost of construction necessitated by such excess size.  Where municipal sanitary sewer facilities are not available, the owner or subdivider shall construct and install such sanitary sewers and sewage treatment facilities as are deemed necessary by the Village Administrator, State Department of Health, the applicable Board of Health and Council.  The design, installation, method of construction and materials of the sewers and treatment facilities must be approved by the Village Administrator, the State Department of Health and any other authority having jurisdiction.
 
   (b)   The approval by the Village Administrator and his decision deeming the sewers and treatment facilities necessary shall be determined by the adequacy of the proposed facilities relative to the natural contours and topography of the area, the proposed population density of the subdivision, and the effect of the facilities upon abutting and adjacent property and upon the public health, safety and welfare of the entire Municipality and any areas outside the Municipality, which are downstream from the discharge of effluent.  All sewers excluding house service lines, must be installed in dedicated streets, must have proper outlets approved by the Village Administrator; must serve all lots and lands in the subdivision, and must go to the boundaries of the subdivision.  If presently existing municipal sanitary sewer lines, either within or outside the boundaries of the proposed allotment, are inadequate to receive the additional burden to be imposed on them by the proposed allotment, lift stations and/or relief sewers adequate to receive such burdens shall be installed at no cost to the Municipality.  Existing septic tanks located in the proposed allotment will be permitted to remain only until sanitary sewer facilities to serve the area are completed and placed in operation.
