All necessary facilities, including underground pipe, manholes, inlets, catch basins and other appurtenances necessary to provide adequate drainage course shall be the responsibility of the developer up to and including a 48-in. pipe, regardless of the size of the plat. Where a storm sewer in excess of 48-in. is necessary to provide drainage for the plat (excluding drainage from above the plat) the cost shall be the responsibility of the developer. Where the physical conditions are of such a character that a storm sewer in excess of 48-in. is, in the opinion of the Village Administrator, required to provide adequate facilities for drainage generated beyond the limits of the plat, cost of the sewer in excess of 48-in. shall be assumed by the Village. Open ditches for drainage may be permitted where, in the judgment of the Village Administrator, conditions are such as to require a storm sewer in excess of 48-in. and where such open ditches will not in the judgment of the appropriate Department of Health result in health hazards and where proper safety measures are taken. All storm sewer and open drainage ditches shall be designed and constructed in accordance with the Village of Bradford’s Standard Specifications and Drawings. Storm sewers may be vitrified tile, (Specifications for Standard Strength Clay Sewer Pipe, Serial Designation C13 A.S.T.M., or Specifications for Extra Strength Clay Sewer Pipe, Serial Designation C200 A.S.T.M.) or concrete pipe (A.S.T.M. Specifications for Reinforced Concrete Pipe, Serial Designation C76, Wall B) of adequate load carrying capacity.
