No person shall operate or permit a taxicab owned or controlled by him or her to be operated as a vehicle for hire upon the streets of the city without having first obtained a taxicab owner’s license from the Taxicab License Board. No person shall operate a public transit vehicle owned or controlled by him or her to be operated upon the streets of the city without having first obtained a public transit program operator’s license, from the Taxicab License Board.
