The license fee for the registration card and tag for each bicycle or motorized bicycle shall be paid to the Police Chief at the time of the registration in accordance with the fees set forth in § 35.70. Upon application for a duplicate tag and/or registration card, in accordance with § 75.31, each owner shall pay to the Police Chief a fee for such duplicate tag and for such duplicate registration card in accordance with the fees set forth in § 35.70. Upon recovery of a nonregistered bicycle which is stolen and later recovered by the police, the owner shall pay a fee in accordance with § 35.70.
