It shall be the duty of every person who sells or transfers ownership of any bicycle or motorized bicycle to report such sale or transfer to the Police Division, if the person has had his or her bicycle or motorized bicycle licensed. That person will furnish the Police Division with the name and address of the person to whom the bicycle or motorized bicycle was sold or transferred. That person will also give the registration card to the person receiving the bicycle or motorized bicycle. This report shall be made by the person selling or transferring within five days of the date of the sale or transfer.
