§ 151.32 WEATHERPROOFING.
   Every dwelling and dwelling unit shall be maintained as provided at §§ 151.17, 151.19 and 151.26 of this chapter, so as to be weather-tight and free of plumbing leaks or other sources of water or moisture giving rise to mold and mildew or other conditions that are unsafe or unsanitary for the occupants of the dwelling. Means of draining water from a dwelling, including but not limited to sump pumps, gutters, gutter drains, condensate drains, culverts and the like, shall be maintained so as to function as intended and prevent dampness in the walls, ceiling or crawl space or basement.
