Except as provided in section 10-2-9-2 of this chapter, any building or structure existing at the time sewer becomes available to the property and for which connection fees have been paid by any person, shall be connected to the City public sewer system not later than nine (9) months from the date sewer service is available to the property on which the building or structure is located.
