(A) The Village Administrator is hereby authorized to enter into a contract for the collection of garbage, refuse and recyclables with a contractor who will furnish all labor, materials and equipment necessary for the collection and disposal of garbage, refuse and recyclables from residential units within the village.
(B) The rates to be charged for the collection, removal and disposal of garbage, refuse and recyclables in the village is found in Exhibit 2 in Chapter 40.
(C) The billing shall be made to the titleholder of the property so serviced.
(D) Each residential unit shall be permitted to dispose of an unlimited amount of garbage, refuse and recyclables, which was generated at that residence.
(E) It will be considered a violation of this subchapter to place for pickup articles generated at another location.
