The Building Commissioner, Building Department Inspectors and the Health Inspector for the city are authorized to inspect the storage and disposal of waste, refuse and garbage by those establishments defined in § 115.160 of this chapter and to issue notices of violations and a summons to the licensee of the establishment addressed to the address of the establishment commanding the licensee to appear at a hearing conducted pursuant to the provisions of § 32.04 of this code of ordinances. The Building Commissioner, Building Inspector or Health Inspector issuing the notice of violation and summons shall photograph the violation as proof thereof and preserve said photograph for the hearing.
