Those establishments defined in § 115.160 of this chapter shall not allow waste, refuse or garbage to be stored on top of or outside of the container or containers which are used for storage of waste, refuse or garbage prior to its disposal. These establishments shall also be required to keep the top or cover of the container closed at all times.
