Those establishments defined in § 115.160 of this chapter are required to dispose of garbage, waste and refuse at such intervals of time as are necessary to prevent the garbage, waste and refuse stored inside the containers torn being exposed to the outside in such a manner that it protrudes over the top of the container or prevents the container cover or lid from being securely fastened or closed.
