(A) Those establishments defined in § 115.160 of this chapter are required to store garbage, waste and refuse in water-tight, metal containers which are rust-resistant, non-absorbent, have handles and have covers or lids which are capable of being secured to the container or which can be closed in such a manner that the garbage, waste and refuse stored inside the container cannot be visible from the exterior. All containers for storage of garbage, waste or refuse in those establishments defined in § 115.160 of this chapter must be approved by a representative of the City Building and Health Department.
(B) Approval shall not be unreasonably withheld if the container conforms to the requirements of this subchapter.
