Water service shall be shut off at the stop box connection subject to the procedures and limitations set forth in § 11.07 of this code when it is determined that a sum equal to the portion of the cost of constructing the water system attributable to the parcel or property as determined by assessment proceedings or pursuant to the provisions of § 11.04(c) has not been paid or is not in the process of being paid in regular installments.
