§ 10.61 DEFINITIONS.
   The following words and terms, when used in this Article X, shall have the following meanings, unless the context clearly indicates otherwise.
   BENCHMARK. To input the total consumed for a building and other descriptive information for such building as required by the in order to establish a baseline for performance and identify opportunities to reduce cost and waste.
   BENCHMARKING INFORMATION. Information related to a building's consumption as generated by the , and descriptive information about the physical building and its operational characteristics.
   BENCHMARKING TOOL. The United States Environmental Protection Agency's Tool or an equivalent tool approved by the .
   CITY BENCHMARKING OFFICIAL. Any duly authorized representative of the city as designated by the City Manager.
   COVERED BUILDING. Any building, other than a , with occupancy uses other than containing a of 75,000 gross square feet or greater.
   COVERED CITY BUILDING. Any building owned by the City of Bloomington containing a of 75,000 gross square feet or greater.
   ENERGY. Electricity, natural gas, steam, heating oil, or other product sold by a for use in a building, or renewable on-site electricity generation, for purposes of providing heating, cooling, lighting, water heating, or for powering or fueling other end-uses in the building and related facilities captured by .
   ENERGY PERFORMANCE SCORE. The numeric rating generated by the tool or equivalent tool approved by the that compares the usage of the building to that of similar buildings.
   ENERGY STAR PORTFOLIO MANAGER. The tool developed and maintained by the United States Environmental Protection Agency to track and assess the relative performance of buildings nationwide.
   FLOOR AREA. The sum of the horizontal areas of the floors inside a building envelope, measured between the outside surfaces of the exterior walls of a building.
   INDUSTRIAL. Manufacturing, compounding, processing, packaging, treatment and assembly of products and materials.
   PROPERTY OWNER. An individual or entity possessing title to a building, or an agent authorized to act on behalf of the property owner.
   TENANT. A person or entity occupying or holding possession of a building or premises pursuant to a rental agreement.
   UTILITY. An entity that distributes and sells natural gas, electric, or thermal services for buildings.
