6-1-2: APPOINTMENTS, PROMOTIONS AND REMOVALS:
Appointments to, promotions to nonexempt ranks within, and removal and discharge from the Police Department, relating to ranks and positions other than the Office of Chief of Police, shall be made by the Board of Fire and Police Commissioners, when and as provided by law 1 .
