4-2-24: RIGHT OF ENTRY:
   A.   The local liquor control commissioner is hereby authorized to enter and empowered to authorize a law enforcement or health officer to enter at any time upon any building or premises licensed hereunder, except for residential or dwelling portions of such buildings, to determine whether or not the provisions of the Illinois liquor control act and this chapter and any rules or regulations promulgated by the local liquor control commissioner are being complied with, as authorized by 235 Illinois Compiled Statutes 5/4-4 and 5/10-8 et seq., and all such entry and actions shall conform to the above stated statutory requirements and any subsequent amendments thereto.
   B.   It shall be unlawful to refuse to grant the admittance to the premises for which any license has been issued, at any time, upon verbal request of the liquor control commissioner or any police officer or health officer authorized by him, of the village, for the purpose of determining whether or not the Illinois liquor control act or the provisions of this chapter are being violated, including section 4-2-22 of this chapter, by way of periodic liquor compliance checks, pursuant to the powers granted by subsection A of this section and by 235 Illinois Compiled Statutes 5/10-8 et seq.
