Sec. 2-300. Traffic commission.
   (a)   Created; organization; term. There is hereby established in and for the city a traffic commission for the purpose of acting in an advisory capacity to the city council on matters concerning traffic within the corporate limits of the city. In addition to the seven members stated in this subsection, the city manager shall appoint a non-voting, ex-officio member to serve as staff liaison who shall advise and assist the commission in its various functions. The city manager shall also designate a staff person to act as a secretary who will keep the minutes and other official records of the commission.
   (b)   Additional qualifications of members. The city council will consider for appointment those members of the community who demonstrate an interest in working with other members of the commission, the general public, the city staff, and the city council on a variety of traffic-related matters. It is the intention of the city council to appoint individuals of diverse occupational experience which will broadly represent the community.
   (c)   Public meeting. All meetings shall be open to the public and subject to the Open Meetings Act. Regular meetings shall be scheduled at least quarterly and the city manager shall call together the commission to consider business as needed. Additional meetings may be held upon the call of the chairperson, or the vice-chairperson in the absence of the chairperson, or upon petition of a simple majority of commission members.
   (d)   Section 2-241 and section 2-242 shall apply to this board.
   (e)   Notwithstanding this section, the traffic commission shall be inactive.
