Sec. 2-242. Rules and procedures for boards and committees.
   (a)   The quorum of a board necessary to meet and deliberate shall be four members.
   (b)   A majority of a quorum present shall be necessary to transact business.
   (c)   The following shall apply to a board other than to an advisory board:
      (1)   The Texas Open Meetings Act;
      (2)   The Texas Public Information Act; and
      (3)   Ethical disclosure requirements including under V.T.C.A., Local Government Code ch. 171.
   (d)   The board shall elect its own chair and vice chair.
   (e)   The board shall follow the rules contained in the current edition of Robert's Rules of Order Newly Revised when they are applicable and in which they are not inconsistent with prevailing law or this division, and any special rules of order the board may adopt. The following special rules are adopted:
      (1)   The board shall be a small board under Robert's Rules, except that motions shall require a second.
      (2)   The mayor, the city manager and the city attorney shall have the right to speak at board meetings.
   (f)   Meetings may adopt a regular schedule or be called by action of the board. Additional meetings may be called by the chair, the vice chair, or the city manager.
   (g)   The city manager or the city manager's designate shall take minutes or direct a city employee to do so.
   (h)   The board shall transmit its minutes to city council once per quarter or more often for acknowledgement, except if it has not met in a given quarter.
   (i)   Once per quarter, the chair or another board member shall present an oral or written report to city council in addition to the board's minutes, except if it has not met in a given quarter.
   (j)   The board may recommend to city council such policies within the scope of the board as it may deem necessary or advisable.
