Sec. 2-295. Parks and recreation board.
   (a)   Created; organization; term. There is hereby created in and for the city a board which shall be called the parks and recreations board to serve as an advisory board to the city council concerning parks and recreation in the city. The chairperson and vice-chairperson shall be elected annually during the first annual meeting by official members of the board. The city manager shall also designate a staff person to act as a secretary who will keep the minutes and other official records of the board.
   (b)   Additional qualifications of members. The city council will consider for appointment those members of the community who demonstrate an interest in developing and supporting city parks and recreational facilities and working with other members of the board, the general public, the city staff, and the city council to plan for future improvements in parks, recreational facilities, and a wide variety of related projects for the enjoyment of all. It is the intention of the city council to appoint individuals that are representative of a variety of interest groups (i.e., golf, marathons, sports, community events, fundraising, etc.).
   (c)   Duties. The board shall be charged with acting in an advisory capacity in matters pertaining to parks and recreation, including:
      1.   Review and make recommendations for implementation of the parks and recreation element of the city's master plan.
      2.   Research and provide input and ideas for additional long-range plans and goals relating to both active and passive park and leisure areas, including but not limited to parkland, recreation areas, recreation facilities, and open spaces.
      3.   Review and make recommendations for ordinances, policies, and rules governing the use of the city's public parks, recreation areas, and recreation facilities.
      4.   Assist in the planning of parks and recreation programs, promote, and stimulate public interest, and actively seek the cooperation of public and private educational facilities, citizens' groups, and other public and private agencies in the development, cooperation, and support of parks and recreation programs.
      5.   Review and make recommendations on all parks and recreation-related matters submitted to the board by the city council.
   (d)   Section 2-241 and section 2-242 shall apply to this board.
   (e)   Notwithstanding this section, the parks and recreation board shall be inactive.
