A fee as set forth in § 10.99 shall be charged to the owner of the property on which an electronic burglar alarm is installed for each false alarm call in excess of 3 false alarm calls within a moving 12-month period. The fee shall be collected by the Clerk-Treasurer and any owner who fails to timely pay the charge shall not be eligible for a parking permit until all such fees are paid.
