A. The director of transportation shall review the application and determine whether the street block proposed for speed humps complies with technical eligibility standards based on the Institute Of Traffic Engineers standards and other relevant factors, such as, traffic volume, street width, accident frequency, block length and curvature, and grade of street.
B. If the director of transportation determines that the street block specified in the application is technically eligible for installation of one or more speed humps pursuant to subsection A of this section, the director of transportation shall identify in priority order the appropriate potential locations for installing speed humps on such block.
