The city council finds that installation of one or more speed humps on certain residential streets in the city is required to reduce vehicular speeds, traffic volume, traffic hazards and accidents caused by excessive vehicular speed. The city council also finds that it is necessary to establish a procedure for considering requests by residents for the installation of speed humps on their streets and to allow citizen input prior to such installation.
