There is hereby established parking meter zone E/F which includes the following provisions:
A. The director of public works services or his designee shall set the parking meter rates for each meter located in parking meter zone E/F in an amount not to exceed two dollars ($2.00) per hour. If the meter is set for a time that is less than one hour, the meter rate shall not exceed two dollars ($2.00) for the maximum time on such meter.
B. Except as otherwise set by the director of public works services as provided in this subsection, parking meters shall be in operation, and the deposit of coins shall be required, between the hours of six o'clock (6:00) A.M. and eleven fifty nine o'clock (11:59) P.M. of each day of the week. The director of public works services shall have the authority to set the parking meter hours and days of operation within the time frame set forth herein as well as the maximum legal parking time at each parking meter. The director of public works services shall provide thirty (30) days' notice to the city council, at a public meeting, of any proposed change to parking meter hours or days of operation at any meter.
C. Parking time at any meter shall not exceed the posted maximum time limit.
D. There is included in parking meter zone E/F the area within the central business district bounded by the following streets:
Beverly Drive, the prolongation of the alley east of, from Wilshire Boulevard to Olympic Boulevard.
Beverly Drive, the prolongation of the alley west of, from Olympic Boulevard to Charleville Boulevard.
Charleville Boulevard from the alley west of Beverly Drive to Spalding Drive.
Crescent Drive from Park Way to Wilshire Boulevard.
Olympic Boulevard from the prolongation of the alley east of Beverly Drive to the prolongation of the alley west of Beverly Drive.
Park Way from Rodeo Drive to Crescent Drive.
Rodeo Drive from Santa Monica Boulevard, north roadway, to Park Way.
Santa Monica Boulevard, north roadway, from Wilshire Boulevard to Rodeo Drive.
Spalding Drive from Charleville Boulevard to Wilshire Boulevard.
Wilshire Boulevard from Crescent Drive to the prolongation of the alley east of Beverly Drive.
Wilshire Boulevard from Spalding Drive to Santa Monica Boulevard, north roadway.
E. The following area is included within parking meter zone E/F:
