Parking permits issued by the city pursuant to this chapter shall not be issued to any applicant unless all outstanding parking penalties and other related fees are paid in full pursuant to the provisions set forth in chapter 5 of this title. (Ord. 93-O-2173, eff. 7-23-1993)
