When council has designated certain property as a public parking facility, or has restricted parking space for parking by permit only, or where parking meters, signs, lines, or other physical evidence indicates the manner in which motor vehicles must be parked thereon, or restricts the time of day or period of time during which motor vehicles may be left standing thereon, any violation of any such signs, lines, parking meters, directions, or notices shall constitute a violation of this code.
