Whenever the city manager determines that the holding of a public or private assemblage, gathering, or function necessitates the parking of automobiles associated with such event in a parking zone with restricted parking requirements, temporary parking authorization may be granted by the city manager for such event, without regard to the parking restrictions, subject to appropriate conditions to protect the public health, welfare and safety.
