It shall be unlawful for any person, owner, agent of the owner, lessee, or anyone in possession of any premises within the city to refuse to allow the designated city official or any authorized city employee to enter upon the premises at any time during the hours of daylight for the purpose of the abatement of the prohibited conditions, or to interfere in any way with any work undertaken by the city under the provisions of this chapter.
