In addition to the other penalties provided in this code, any violation of this chapter is expressly declared to be a public nuisance, and in addition to other remedies is subject to the abatement procedures of this chapter and state law, and any person responsible for such nuisance is also liable for any cost and attorney fees incurred by the city in abating such nuisance.
