Every bicycle dealer shall comply with the following requirements:
A. File a report with the director of finance administration of all new or used bicycles purchased or sold with the identification of the purchaser or seller within ten (10) days of such transaction.
B. Furnish each purchaser a record of the following information: the name of the retailer, the address of the retailer, the year and make of the bicycle, and the serial number of the bicycle.
C. Shall not purchase a secondhand bicycle or any bicycle part from a minor under eighteen (18) years of age. (1962 Code § 3-1.01 et seq.)
