4-4-202: PARKING FEES:
   A.   Vehicle Parking Facilities: At each vehicle entrance to a vehicle parking facility, the operator of the facility shall prominently display in a manner satisfactory to the city and in a manner readily ascertainable and clearly visible to a motorist driving on the adjacent street, a sign or signs setting forth the following information:
      1.   A schedule of the rates charged;
      2.   A statement of the maximum fee charged or, if there is no maximum, a statement to such effect;
      3.   A statement of the closing hour of the facility.
This information shall also be posted at one additional location at the vehicle parking facility that is satisfactory to the city and designed to notify patrons of parking rates before they exit their vehicle.
   B.   Ancillary Parking Facilities With Attendant Parking: Patrons of ancillary parking facilities with attendant parking shall be notified of parking rates through one of the following means:
      1.   One moveable ground sign, placed at or near the location where parking attendants accept vehicles. Such ground sign shall be in a location satisfactory to the director of transportation. The ground sign shall comply with the size limitations set forth in sections 10-4-655 and 10-4-656 of this code, as applicable.
      2.   One wall sign placed at the station for the parking cashier or in a location visible to motorists at the time that a parking attendant accepts the vehicle. Such sign shall not be visible from the public right of way and shall be at least one hundred twenty five (125) square inches.
      3.   A ticket handed to a motorist at the time that a parking attendant accepts a vehicle. The applicable parking rate or a parking rate schedule shall be printed in bold and in a minimum 8-point type. Nothing in this section is intended to prohibit the inclusion of other information on the ticket.
   C.   Ancillary Parking Facilities Without Attendant Parking: Patrons of ancillary parking facilities without attendant parking shall be notified of parking rates through one of the following means:
      1.   One or more signs shall be placed within the parking facility in a location satisfactory to the director of transportation and designed to provide notice of parking rates to motorists before they exit their vehicle. Such signs shall comply with the requirements of section 10-4-655 of this code and shall not be visible from the public right of way.
      2.   Upon approval by the director of planning, one sign shall be posted at each vehicular entrance which would be plainly visible to motorists traveling on the adjacent right of way. The director of planning may disapprove any such sign if the sign is not consistent with the aesthetic character of the surrounding neighborhood or does not provide the information required by this article.
All signs and notices required by subsections B and C of this section shall include the following information: rates to be charged, a statement of the maximum fee, and if there is no maximum, then a statement to that effect, and the closing hour of the parking facility, if applicable.
