Any tax paid to the city pursuant to the provisions of this article for any units which are not converted to condominiums shall be refunded upon application of the payor. Applications for refunds shall be made within one year of cancellation of expiration of the building permit, or within one year of withdrawal or cancellation of the map, for entitlement to a refund.
