§ 72.52 METHOD AND DESIGN OF CONSTRUCTION.
   (A)   Except as hereinafter provided, plans for parking on right-of-way shall establish islands between the parking curb and the street curb as follows:
      (1)   Not less than ten feet on 39th Expressway between Rockwell Avenue and the west city limits; and
      (2)   Not less than five feet on all other streets within the city.
   (B)   Parking on right-of-way shall be designed so that vehicles exiting the premises are not required to back into the traveled portion of a street, except where permitted herein.
   (C)   The manner of construction and materials shall meet the general specifications of the city for parking areas.
   (D)   Notwithstanding other provisions of this section, parking on right-of-way shall not be permitted if it will interfere with the traveling public, pedestrians or the city's use of right-of-way. Nor shall parking be established at or near an intersection or so close thereto as to obstruct the view of the traveling public at the intersection.
