It is unlawful and an offense for any person, firm, or corporation to park or cause to be parked, or to permit to be parked, any automobile or other vehicle wholly or partially upon any right-of-way of any road, street or alley in the city except in compliance with this chapter, or except for parking on streets as permitted herein.
